JACCS is reorganizing its credit approval operations into a seven-center system and implementing workforce rationalization measures in collaboration with the MUFG Group to drive cost efficiency and corporate value growth.
The company resolved at a board meeting today to restructure its review affairs department. Review operations have previously focused on digitizing application processes and automating approvals, but this restructuring aims for further efficiency gains.
Specifically, review work currently dispersed across 11 locations nationwide will be consolidated into a seven-center system centered on Tokyo and Osaka. The four closed sites are Sapporo, Nagoya, Fukuoka, and Okayama. Employees at these sites can choose from three rationalization options: transfer to a company-designated department, change work style involving relocation, or voluntary resignation. The target headcount is 180 employees as of September 1, 2026. Those choosing resignation will have their effective date set for March 31, 2027, with special severance pay and reemployment support provided.
The reform is expected to incur office closure costs and special severance. Employee selections for the rationalization plan will begin in November 2026. If all targeted staff choose resignation, the company anticipates special severance payments totaling up to approximately 1.1 billion yen. These costs will be funded partly through a third-party allocation of new shares issued to Mitsubishi UFJ Bank, based on the capital business partnership agreement announced in March 2025.
| Item | Details |
|---|---|
| Cap on special severance | ~1.1 billion yen (if all resign) |
| Target employees | 180 (as of Sept 1, 2026) |
| Funding source | Third-party allotment to MUFG Bank |
The company expects to record special losses in the fiscal year ending March 2027 due to this reform. Earnings forecasts remain unchanged for now, but revisions will be announced promptly if necessary after evaluating other factors.
Analyst take
This restructuring is not merely cost-cutting but a strategic move to deepen the operational integration with the MUFG Group. Consolidating review operations allows for more efficient allocation of IT talent and management, accelerating digital transformation. Notably, funding through a third-party share allotment to MUFG Bank reinforces capital ties as part of strengthening governance. By accepting short-term special losses, JACCS aims to optimize its revenue structure under the 'Do next!' mid-term plan, offering investors a path toward improved ROE and long-term value creation.
