Strategy updated ahead of annual review
CCI Group updated its “Mid-Term Management Strategy 2026,” announced in April 2026, at the time of its interim results. With key assumptions changing, including advances in AI and an acceleration in interest rate rises, it published “Mid-Term Management Strategy 2026 Plus” without waiting for its scheduled annual review.
The update retains its customer-first management philosophy and target group structure, while seeking to improve its ability to respond to change. It sets out three priorities:
- AI-native management: Treat AI not simply as a tool for efficiency, but as a foundation for redesigning customer touchpoints, operations, decision-making, system development and operations, the organization, and talent around customer needs.
- Co-creation platform: Pool expertise, technology, talent, capital, and data with financial institutions, regional companies, local governments, universities, and technology companies. In addition to services for financial institutions, CCI Group will step up business development through joint ventures and capital partnerships.
- Stronger governance operating system: Improve the effectiveness of the board, CEO succession, group governance, conflict-of-interest management, and audits.
By making AI a management foundation, CCI Group aims to change not only the efficiency of individual tasks but also how it delivers value to customers and makes decisions. It plans to expand external partnerships while strengthening governance, seeking to balance faster business development with risk management.
Secure ROE of at least 8%, then target 10% from FY2032
CCI Group has revised its medium- to long-term profitability goals. It will first build a management foundation that can secure ROE of at least 8.0% on a stable basis, then aim to achieve ROE of 10.0% or more on an ongoing basis from FY2032 onward.
| Metric | Target | Timing or policy |
|---|---|---|
| ROE | At least 8.0% | Aim to secure on a stable basis |
| ROE | At least 10.0% | Aim to achieve on an ongoing basis from FY2032 onward |
CCI Group said it reviewed its medium- to long-term targets in light of AI advances, rising interest rates, more concrete opportunities in its systems sales business, and stabilizing credit costs. ROE is calculated using net income attributable to owners of the parent against Basel III core capital on a domestic-standard bank basis. Investors will be watching whether the planned changes translate into stronger earnings and more efficient use of capital.
Targets factor in higher rates and a changing earnings base
CCI Group's rate assumptions underpinning its targets put the policy rate at 1.50% in the fiscal year ending March 2027 and 1.75% from the fiscal year ending March 2028 onward. The company assumes a 10-year government bond yield of 3.00% from the fiscal year ending March 2027 onward.
- Interest rate scenario: Short-term rates of 1.50% in the fiscal year ending March 2027 and 1.75% from the fiscal year ending March 2028 onward. Long-term rates of 3.00% from the fiscal year ending March 2027 onward.
- Business opportunities: The targets factor in opportunities taking shape in the systems sales business.
- Credit costs: Stabilization is included as one of the assumptions.
The strategy reflects a changing interest rate environment, but interest rates alone will not determine whether CCI Group meets its ROE targets. The focus will be on how growth in systems sales, credit cost trends, and management changes that include AI adoption contribute to the targeted returns.
AI strategy extends to work design and talent
The strategy extends AI beyond operational efficiency to redesigning customer touchpoints, decision-making, the organization, and talent. CCI Group also plans to clarify the respective roles of people and AI, build systems that use organizational knowledge alongside AI, and strengthen AI governance.
For students seeking jobs, the strategy offers a view of how work may be organized and what skills could be required. However, it sets out management direction, not hiring numbers or a specific staffing plan. Alongside progress in turning partnerships into businesses, investors will need to assess whether AI adoption improves customer value, productivity, and capital efficiency.

The central change in this update is CCI Group's treatment of AI not as a collection of efficiency measures, but as a transformation of its management foundation, including customer touchpoints and the organization. The path from securing ROE of at least 8.0% to achieving 10.0% or more from FY2032 onward is set out, but will depend on monetizing co-created businesses and stabilizing credit costs. Future disclosures will show whether strategy execution translates into capital efficiency.
